The salaries proposed for the Executing Engineers and Assistant Engineer (as per Aph. 25) are considerably below the rate, which we have proposed "below the Sterling Scheme" des; and I don't mind very much their getting £20 to £200.
They want Engineers, it says, for the two Executing Engineers to be noted that Mr. M. Mudie, as an Executive Engineer of the P.W.D., has been seconded for service on the Praya Reclamation; M. Boulton holds the rank of Executive Engineer in the P.W.D. (having been officially recognized for the Praya Reclamation until 1900, when he was placed on the permanent establishment. So that when the Praya Reclamation is finished, the staff of the Dept. will be increased in the rank of Executive Engineers, and it will be necessary to have further appointments in that rank.
We have filled the vacancy in the rank of Assistant Engineer; one went out yearly, the other sailed on the 20th inst. The only outstanding application from both posts is for the New Lower Overseer, who had to authorize the C.A. to act in the capacity suggested by the Colony Secretary that ultimately we shall have to let them have the entire new staff asked for (except the Executive Engineers). But I am doubtful whether we had not better say "soil allowances" where to come under the "Salaries" item, I expect rather than them doing it, I certainly think we should have an Assistant Engineer Overseer for telephone and electrical work.
